The European parliament and the Council approved on April 27th 2016 the Directive 2016/681 on the use of passenger name records for the prevention, detection, investigation and prosecution of terrorist offences and serious crime. According to this Directive are EU states obliged to establish national Passenger information units. The Government of the Czech Republic decided on 10th July 2017 with its resolution no. 510 that PIU CZ will be established as a part of National Counter Terrorism Contact Point. PIU CZ was established on January 1st 2018. PNR agenda is newly part of Police Act and Civil Aviation Act.
News
- 24 April 2019 - The PNR related legislation was signed by the President and published in Official Journal. Since that day is the legislation effective.
- 28 February 2019 - The legislation is expected to be approved by Parliament of the Czech Republic during March 2019. More information could be found on website of the Chamber of Representatives of the Parliament. http://www.psp.cz/sqw/historie.sqw?t=139&o=8
- 1 February 2019 - PIU CZ has after successful testing activated new IT solution for processing PNR data. The IT system will be further developed and is partly funded by European Union.
EU dimension
- European Union assists Member States in implementation and application of the EU PNR Directive. European Union set up a working group on the implementation of the Directive, which was transformed into a working group for the application of the Directive in May 2018. The working group meets three to four times a year.
- Europol is also active in the PNR agenda – the working group for sharing of practical information and best practice was established in 2016. The working group meets three to four times a year.
- Since 2016 is CEPOL offering the educational courses for officers from national PIUs.

PNR data transmission
- PIU CZ offers the carriers Guide for airlines which helps with connectivity set up. The Guide is available in section Download.
- PIU CZ also offers the web application as one of possible data transfer channel.
- Air carriers have to fill in the registration form and technical specification form where are mentioned all possible data transfer channels and which one is preferred.
- Based on the filled forms the carriers will ask for login and password for entering the PNR portal. PIU CZ will send the login and password via email and mobile phone.

What is PNR?
- PNR data are the data in booking and check-in systems of air carriers – name, date of reservation, date of travel, address, payment information etc.
